Thinking about the Western Balkans - From Open Democracy - “Two years later, the report of the International Commission of the Balkans observed: “A loss of hope and perspective is the political reality of the Western Balkans.”  Today, both statements unfortunately still apply.” So, what to do? There are a few options, but will Europe take one?
